Community Housing Development Organization (CHDO)

Community Housing Development Organization (CHDO) is a special status that DHCD can provide to a private nonprofit, community-based organization whose primary purpose is to provide and develop affordable housing for the community it serves. This status means that

DHCD has certified that the organization meets specifics qualifications as required by HUD’s HOME Investment Partnership Fund (HOME) program regulations.

CHDO status gives applicants priority for the Affordable and Special Needs Housing (ASNH) project financing and eligibility for CHDO Operating Assistance Grants. Please note that CHDO Operating Assistance Grants are based on the availability of funds and the organization’s need for operating assistance.   CHDOs must have an approved ASNH project under development in order to qualify for an operating assistance grant.

Please note, CHDO eligibility requirements must be verified with each project program agreement. CHDO status must be maintained through both the project development and compliance phases.

DHCD operates its ASNH program statewide. Organizations with local CHDO certification must also qualify and be certified as a state CHDO in order to fully benefit from this CHDO status.
